What is the state limit for the number of used cars a non-dealer can buy and sell in California?

Hello. My dad and I are deciding whether or not we want to start a business. We want to sell used cars but do not know at what number we are required to be a dealer. Please help...thanks!

1. I believe anything above 2 or 3 cars/ yr requires a dealers license. The dealers license is not difficult or expensive to get.
2. I believe it is five, most states force licensing above that number. You would be advised to get bonded and insured, as well. Most states require a background check, and credit check. Contact your states Business Licensing agency, and the Dealer's Division, it is likely located within the DMV licensing agency. Online info would be available as well.
