Where is the best place to go for used cars in Southern California?

I'm looking for a used car for my brother, something gas-saving, like a 92+ Honda Civic, 94+ Honda Accord or 95+ Toyota Corolla. Something around roughly $3,000 and around 130K miles. Already tried Carmax but most of their cars are around $10K. Does anyone know of a used car place?
